I am sorry to hear about what happened over the weekend. It was great to hear that you were able to have SFPD attend you. We will discuss personal safety and how to un-target yourself in our upcoming meeting.

 

I have been in talks with Captain Vaswani and he should be getting back to us by the first week in October. Right now, it is looking like Wednesday, October 18th is going to be the date, but nothing is set in stone.

At about 2:30pm today I was walking down Innes with my phone in my hand and listening to music with earbuds. I turned around to find a male in his 20's about 6 foot walking close behind me.. I turned back around and kept walking 30 seconds later he jumped at me and tried to grab my cell phone out of my hands. I held on to the phone but he ripped the ear buds off of me and ran up the hill up Griffith street. He was with 2 other 20 year olds and they ran into a house at the top of the hill. I called the police, reported this and drove with the police to identify the house that they ran into. Here is a pic I took as he ran away.

First I have BCC all the Condo owners I have emails for so they can be updated and I know there are some folks I have talked with that have yet to fill out the Goggle Doc (https://docs.google.com/spreadsheets/d/102Ub67JnVv8dr6iwCi9yb56dKBLflhkaifLnkbGeMkc/edit#gid=0) about what they were told during sales. If you have yet to fill this out please do so at it is helpful for the community and what we are trying to get done. I don't have a good list of town-home owners but know those of you in the town-homes do so I might suggest you BCC this email to all of them so they can also get another chance to fill out the Google doc and be more involved if they want to. I have BCC since I don't want people not interested in organizing to get lots of email so if you don't see your name on the To or CC column then please let us know and we can get you added to the smaller group working on this.

Now for both my professional opinion and my personal opinion on all of this. (To save time now I will talk at the end of my email about my professional work so you have an understanding of why I am suggesting certain approaches.) I will try to be clear where I am giving my professional and personal opinion so not to confuse the two.


As background, for those not able to attend last night meeting, the Shipyard was planned out over multiple years and even taken the voters for approval in 2008. This planning involved not just Lennar and City but numerous different coalitions of community, business, and labor groups. This is how the master plan came to be and is what Lennar and the City must follow today. There is some ability to make changes as needed but not always easy to do, this is why Lennar went to the ballot last year with Prop. O which the voters approved given them the ability to make changes to the original plan around office space. Other items can be modified with OCII or other City approvals. Knowing which is which and who has the authority can be hard to know and follow but import to figure out. This is where people like Tamsen and Elizabeth (OCII) can be very helpful since I do believe them to be honest people who will tell you what they can or can't do and at least if it is with OCII power to change or if it requires some other person or government body to approve. It is important to understand all the hard work that was already done by the groups who made the master plan because some of the people we may need to get support from feel they did an excellent job and don't want to change instead just go with as the process as it was hard and long enough already. Not to mention they view delays as delays to much needed housing.


For how to move forward here are some professional thoughts on how to move forward. Ideally we would put together a full campaign plan with steps before doing anything else but given we have a Commission meeting next week I will focus on that meeting here and suggest we set-up a group meeting in the next couple of weeks to think through larger process and big picture strategy. If people are interested in doing a bigger picture meeting let me know and if I get a good number interested I will send around a poll to find the time that works best for the largest number of people.


For next weeks meeting I would make the following suggestions:

  1. That we get a list of people going and create a list topics we wanted discussed. While I am sure we all have multiple areas we want to talk about those making public comment at the meeting should try to focus on just one area. I suggest this because while each person can give a laundry list of things what will have the most impact is bringing up just one big or two smaller item so you can not just say you have issues but also suggest and give solutions to the issue. By creating a list and knowing who is going to hit each item we are able to as a group hit everything we want/need addressed and give some constructive solutions to what we want addressed. One person attending should help coordinate this. The way you end your comments is by stating you have hit on just one item and support your neighbors in all the items they are bringing up.

  2. Words matter – I can't stress this enough how you present your opinion can have a dramatic impact on if we can influence OCII as a group. For example last night one of our fellow homeowners who is a BMR owner mentioned that some of the language that was being used was hard for her to hear. I know some of the OCII Commissioners and they very much are advocates for more BMR units throughout the city. I personally 100% agree with my neighbor here in the Shipyard that how some of what was said last night can be very easily misunderstood. Professionally speaking the worst thing we can do for ourselves not just on this one item but future issues is become know as the newest NIMBY (Not In My Back Yard) group who says we want more affordable housing just not in this spot. By doing so we quickly become NIMBY's and now in my personal opinion OCII and the rest of the City should ignore NIMBY's when it comes this subject. We need to have good solutions in place to how to make sure housing is built in a way that does not add to much overcrowding in an area grossly undeserved.

  3. Respect the Clock – For those going to speak at the meeting every person will be giving a limited amount of time, normally 2 minutes, to say what they want it is important that you stay within that time. There normally is a count down clock so keep an eye on it so you don't go over your time. Normally they give a few extra seconds but if people are not following the time then they cut off the mic and they start to get annoyed, they will not show it but they do, and since we want to influence them annoying them is not the best path in doing that. I should add this is likely going to be a busy meeting since they have not meet for over a month given most commissions in the city take August off so staff and the Commissioners can take much needed time off so if you don't need your full time don't take it all.

  4. Acting as a well coordinate group helps us out. So if we do all the above one thing we should figure out a "sticker" campaign. The sticker should have some sort of basic positive message, we have some PR and marketing experts in the group who I am sure can create a catchy slogan for the meeting. It should be able to fit on a large package size mailing label, like 4-6 per sheet size and pick a bright or neon color so it stands out. Basically everyone who attends gets one to put on. This shows we are all together and organized, in other words we are hear for the long haul so listen and work with us.

  5. Finally attend the meeting, next Tuesday at 1pm at City Hall room 416, if you can, even if you don't speak more people in attendance the better, if we do stickers or something like it then you can have an impact just by having the sticker on. Those not able to attend should send emails (CommissionSecretary.OCII@sfgov.org ) to the commission. Also if somebody who attending is willing to be CCed on them so the number of emails sent can be tracked that can be helpful and added to talking points.

One last professional item last night I mentioned I would try to arrange a meeting with the District 10 (we live in D10) representative on OCII. I have already called and email her and will let you know what I hear back. Given the meeting on Tuesday it may happen quickly so will give as much notice as possible but it will likely happen on short notice. Now I would suggest once we find a time that work for her we not do a large group meeting but keep it to 4 or 5 people max. After Tuesday we can ask to do a larger group discussion but given that she is a working mom and OCII this is a volunteer we likely can't get a large amount of her time with her prior to Tuesday so keeping who meets with her small will allow us to be more efficient in our discussion with her prior to the Tuesday Commission meeting.


Now for my personal opinion and thoughts on this. Last night the question came up about wanting to delay the development of the housing so we can rework everything. I personally don't agree with this approach. I do think we need to have OCII rethink some items, like does .6 parking spots per unit make sense, is it possible to do a land swap with other priority at the Shipyard without delaying the building of much needed affordable housing, and other items. As much as the Lennar lies are hurtful to what people thought they were buying into I just don't see a successful campaign that will cause long delays in the process. I would suggest we instead ask for a delay of one meeting, they meet the 1st and 3rd Tuesday of the month, of the approval of the RFP so we can work with OCII staff to possible tweak some language in the RFP to give more flexibility to what gets designed and maybe work out some of the issues Lennar has caused for them and us.


My professional story – My 20+ years of professional work have either been in government, political campaigns or non-profit work to influence government action. I have successfully lead efforts to get ordinances past and candidates elected. I moved to SF in 2007 because I was hired by the healthcare workers union to work on a land use issue around saving St. Luke's hospital, along with other stuff. At the time CPMC/Sutter Health was going to close St. Lukes and build a super mega hospital at Cathedral Hill Hotel site that was way oversized for the area. When I first started the job the neighbors behind saving St. Lukes and the neighbors trying to stop the super mega hospital talked but they were not fully coordinated. In working with both groups we formed a new citywide coalition that included a couple of other parts of the city also having their own issues with CPMC facilities. After a multiply year fight the coalition saved St. Luke's and downsized the Cathedral Hill site to better fit the neighborhood. We also got some smaller items covered for the neighbors of other CPMC facility neighbors.


So those are my many thoughts and opinions, sorry if it is more then you wanted to read. Happy to talk more as a group or individual if have questions for me on all this.

Thank you for confirming that you were expecting to have a park on block 52 via the google sheet.  It's been a very helpful data point to highlight during calls regarding the magnitude of how many people were expecting a park.  We've got a few more leads on lawyers and if we make progress, then we'll share updates as it seems OCII is continuing to move forward with the spec they've outlined.  If you have any real estate lawyers that would be willing to talk to us, then please to start to engage with them and we'd be happy to share screen shots / data points we've collected so far.  Below is my latest update from FB… would love your continued partnership as we try to make progress with OCII.

Hey Everyone,

While the meeting with the OCII team (Tamsen and Elizabeth) was helpful, they are not going to be the right partners to incorporate our feedback into the planning process for the housing planned in block 52 or 54.  There is a planning session this Tuesday, Sept 19th, at City Hall at 1 pm where we'll have the chance (albeit brief) to start sharing our feedback regarding the proposal.  I realize many of us are working during that time, however, it sounds like it's the right group to start to hear our feedback regarding the plans presented. 

Key call outs from tonights session (and please review the documents that Monica posted previously):
- The buildings can be up to 5 stories tall
- There will be 100 units across both buildings
- The first floor is parking.  OCII can't afford to dig and create underground parking.
- The ratio of parking spots to units is .6 to 1.  This means there will be 60 parking spots and 40 units (that are 1 - 5 bedrooms) will NOT have parking.
- These are rental units that will be governed by a different property management group than our HOA
- The process will kick off this month and once a developer is selected, then OCII (Tamsen and Elizabeth) will return to share the vision from the developer (note this is using the stats above that were finalized in 2003, which is 17 years ago and we couldn't influence tonight).

If you're feeling passionate about this topic and can join in person, then please plan to attend.  If you can't, then start drafting your letter outlining your concerns for the plan, the process, and Lennar's lack of involvement and / or your vision for an integrated community.  I think it will be best to submit via email (address to be confirmed) so it's part of the public record and it would be great if we could have visibility to how many are submitting letters so that we can leverage the statistic in conversations.
